That's what they tried to do in 2000 before the "recount" was stopped.

The Broward County election staff were directed to use their judgment to "interpret what the voter probably intended to do" when the ballot was marked.

It's hard to believe we're sitting here 18 years later and they still haven't figured out how to run an election down there.
