Yes, that is correct, since they have no legal value in the first place. The certification of the election is independent of the reaction of any party. The loser can refuse to concede for eternity.

And my understanding is that a recount is triggered at a certain level of difference, not on any demand for same.

The scary thing is how close Gillum has come, even with his views. Anyone ruling him out on the national level is a fool; in objective terms, he’s probably about as good as Bill Clinton, who was really good at the game.
