Yes, 2003 originally. But I am asking about the period 1998-2000 while Bill Clinton was still POTUS. Knowledge of this would be an enormous scandal at any time, but what I most want to know is what was known/done/said and by whom, while Bill Clinton was POTUS. Who covered for him etc.
And if people in DoD don’t think “the President’s nuclear codes are missing” is such a national emergency, does that imply that the POTUS is not really in control of nuclear launch, that it is not such a “big deal” if POTUS loses his card with nuclear codes? How could this sort of thing NOT be one of the most momentous of emergencies?
Either it does not really undermine our entire nuclear deterrent, or something else is going on that we have not been told.
