Expand the electoral concept such that you have to win a majority of counties. The states are red and the cities are blue. A few cities have to much impact at the state and federal level.

In 1964, thanks to scotus' Reynolds v. Sims outrage, every state had to apply a constitutionally phony one-man-one-vote standard to their state senates. It is why Chicago dominates Springfield and Illinois, as well as other states are in big fiscal trouble.
