That's when you get to something like 4 degree c. That's when it starts to expand as it freezes.
Water expands when heated AND expands when it reaches the freezing point which is why it's unique.

No. Water contracts as it cools reaching a minimum at 4 C. Below that temperature it begins freezing and expands.
