Justices Roberts, Thomas, Alito, Gorsuch, Kavanaugh and their clerks and research staff will review everything according to the full historical meaning and intent.

Uh, sometimes they do. The legislative history often comes up both in oral arguments and is detailed in the decisions themselves.

I've seen reference to both the Federalist Papers and Letters from a Federal Farmer in decisions.

Of course, you'd have to actually read them to discover this.
