I heard an FBI agent describing the bombs and when he came to describing the filling he suddenly flipped to “word salad” mode. It sounded quite odd.

Q. Is Talcum powder explosive?

A. Anything that is fine and combustible will create an explosive mixture with air. This includes flour, baby powder and talcum powder.

Saw dust. It fits the criteria, and under the (just) right conditions can be harmful.
