If this was a personal gift from an FBI employee outside of work and the tickets were legally bought, what is the problem?

But the messages show that Gillum was told the tickets came from "Mike Miller," who was an FBI agent posing as a developer looking into city corruption.

The FBI agent was not known as an FBI agent, because he was working undercover.
