We need to adopt the Workfare system. If you draw any form of public assistance, you show up at 7AM and work until 5PM. The work could be anything from cleaning toilets in public buildings to sweeping sidewalks. Germany tried this and it was amazing to see how many people were able to figure out that, if you have to work anyway, it was better to have a high-paying job in the private sector than a low-paying one in the public sector.
