I drive in the Midtown area every day, and I have to say that area looks pretty spiffy.
The last several times I drove in Houston along the 59 corridor there were many areas in need of cleaning and refuse pickups. Go anywhere near the near East side put your blinders on. Many areas in the near North side as well.
