I'm not sure if he was a never-trumper, but he didn't support him early on during the primaries. Washington state republicans were big on Ted Cruz (as was I). Rossi, as well as most WA state republican officials I think try to distance themselves from Trump, and pander to the independents that are more liberal.

I think most of them are real weak on the illegal immigration issue, as they pander to both the liberals and the crop growers that use seasonal workers. And I think the politicians AND the voters are too stupid to realize that illegal immigrants are different than temporary legal immigrants used for the crops.
