Who's fooled? The fact that they are political animals makes them predictable and makes it possible to influence their actions. McCarthy is trying to fund the wall for PDJT because it's to his advantage to get on PDJT's good side, since he is ascendant. From this we learn that (1) he is ascendant; and (2) that opportunists will do his bidding when he's ascendant, so they can become speaker, or majority whip, or something. Likewise with McConnel. He saw a chance to score political points that would keep the GOP in the majority. He's leaving, but he cares about his party's prospects in November. So he takes a stand for Kavanaugh, and manages some stirring rhetoric. That's a good thing. If you know where these people's rudders are, fore or aft, you can steer them. But that's not enough for you. They have to become true believers. They won't. But that's not a bad thing. They do believe in something, even if it's just career advancement. So you use that to steer them. Susan Collins is another matter. She's no right wing idealist. But if you want her to vote your way, you do not offend her.
