That’s correct. She originally voted “no” and then later just before the vote total was announced, stood up and told the chair that since her “friend” Senator Daines wasn’t present and would have voted “yes”, she withdrew her vote.

It's an arcane rule called "Pairing".

She and the Senator from Montana, who was attending his daughter's wedding, both agreed to nullify their votes, because they would just cancel each other out and not impact the overall outcome.
