Better idea: Devolve power back to the states, and let states do it. With federal block grants if needed. Nobody needs a freaking Fedzilla.

All we need is the Congress; the President and DoD, State, and Treasury; and a minimal Federal court system to check the powers of the other two branches. Send all the other functions to the states.
