You can’t impeach someone who is not in office. If you think it can be done, you don’t understand impeachment.

Unfortunately, no he can’t. He is not in office and the power of impeachment does not extend to private citizens. On the other hand there is nothing that says Congress could not simply pass a bill stripping him of his pension and other benefits as an ex-president.
