Higher taxes causes Global Warming which results in people moving out of state. Solution, lower taxes and fees (and reduce number regulations) and you will see more people moving into New York.
(PS - lower taxes will not influence climate but at least my suggestion would improve your state).
Knew a couple of guys whose employer moved South because of the union labor work rules and problems.
