Several years later became friends with an ATF agent who had been transferred from Seattle to DC. He said they knew from the beginning who was doing this. Same m.o. as in the Seattle area.
The local scoop was they were watching his ex-wife’s house in Clinton, MD and a house they were renting in Gainesville, VA. (friend lives in that neighborhood.)
