Well, on further thought, I guess in baseball, you successfully steal by touching the 2nd base cover, as opposed to the naked bag inside the cover. Wouldn't really work if each runner has to "tag" the base by pulling the cover off to touch the inside of it.
Funny thing is, if she had actually called police in 1982 and complained that a high school kid named Brett jumped on her at a beer party and grabbed second base, and there was evidence to support it, one would expect this would be handled as a non-public juvenile delinquency matter with records sealed so as not to prejudice the future of the kid.
An actual rape would be a different matter of course.
