“Except that those maimed or killed by a drunk driver were not necessarily mentally ill.”
Western culture is focused on individuals, as opposed to Japanese or Chinese cultures, which are more focused on society. (For an explanation of this, see, “The sociopath next door” by Marth Stout.) Thus, westerners who feel the need to treat their own pain are not attuned to the impact their pain treatment may have on those around them. My experience with alcoholics is they are totally focused on themselves and don’t care what impact they have on others.

Same with drug addicts. Focused on themselves, not on others.
“My experience with alcoholics is they are totally focused on themselves and dont care what impact they have on others.”
It’s the concept of community impact that brought us Prohibition.
The collective decided to eliminate alcohol because of the negative impact on society, women and children.
And for the good of the drunkard.
