That’s not true. The nomination can still be sent to the full senate for an up-or-down vote, just without a recommendation from the committee.
Not so.
There can still be a vote if the commitee fails to recommend.
The committee can recommend, recommend against, or send no recommendation... in all three cases, a vote still takes place. Thomas was confirmed after the committee sent no recommendation...
