Tucker Carlson just explained the Senate rules on the Kavanaugh vote date. If they delay the vote and not vote Until after Thursday, it is over totally. Kavanaugh will not be seated at all. No one in media talking about this. Dems will not have to worry about 2nd Trump pick. I don't think that is correct. That would mean there were only 8 justices for the WHOLE year.
Several websites say that if he is not seated by Oct. 1 and cases are heard, he will not be able to participate and vote on those cases when he is not seated. That means there will be only 8 justices on those cases.
As soon as he is cleared, he can participate and vote in any cases where arguments begin after he is seated. So there can be 8 justices on some early cases and 9 justices on later cases.
Can anyone verify this?

You are correct. Only ineligible to participate in cases pending before a judge is sworn-in.
