Bruce is still a government employee and had to testify to remain on the payroll Nellie is not an employee and doesn’t have to testify. Refusing to testify probably has more to do with probality of being called before a Grnnd Jury than anything else. Unless you can’t avoid it, you don’t want to testify under oath on the same subject before two separate bodies.
