Coulter is referring to Jeffrey Toobin's March 26, 2012 New Yorker piece predicting a President Romney would nominate Kavanaugh. People have theorized that's when this Democrat ploy was concocted, ready to be triggered if Romney won and nominated K. So that's when Dr. Ballsy got her "recovered memory" on the record with her therapist. When Romney lost, the Dems kept this little ploy in their back pocket, and played it last week.
