Either release all of the ordered documents, unredacted, or be fired, and prosecuted. If the next level refuses, fire them all and move to prosecute.

Declassifying documents while protecting sources and methods isn’t rocket science. The action should be taken away from DOJ/FBI, et al, however.
Have all the documents turned over to GEN Kelley immediately. Then he can find some Lt Col in the pentagon to clear them.
Anyone in the executive department refusing to follow the order of the President should be fired IMMEDIATELY for insubordination. Things like that used to matter.
