Protesting is one thing. Isn't this a conspiracy to disrupt a lawful assemble? How is this legal?

If it is legal to organize disrupter's of lawful events, then it must be legal to organize brown shirts.

This is not protesting. Protesters carry signs to make their opinions known. They do not yell and shout and shut down political discourse of others. This cannot be legal.
