You are correct. Federal employee unions were created by at Executive Order of John F. Kennedy. They can be eliminated by an EO. I am thinking the best timing would be early in President Trump's second term.

What is an ANC? Ostensibly, they are local neighborhood groups, akin to city councils, that make up much of how Washington DC neighborhoods run. But their real purpose is to do something more sinister: siphon federal money from Congress and give it to these neo-Nazi organizations who use the funds for their personal use, then come out with events that go to the usual left wing purposes.
Karaffa is actually going for ANDC1, the prime neighborhood money pit.
