The trailers were deemed not airworthy years later after being in use due to the construction methods of the base, hence the cargo netting. Change in command and government civilian involvement will make any project rise in cost, even those signed off on years ago. When you bring Air Force requirements such as no burn materials, EMI shielding, aircraft grade air conditioners, etc. into the mix is it any wonder projects are expensive. I can only imagine what a simple cafeteria “mess” pallet cost today. Failing FAA/ Airworthiness certification is not acceptable. The point I was trying to make is what is the guy in the video doing with “For Official Use Only” material doing in his possession and not ever investigated.
