I'm not a lawyer, but if she sent the letter in confidence and she didn't publish the name then I'm not sure what liability she would have.

If she gets on national television -- in a Senate hearing where she is a witness at her own discretion -- and verifies the guy's name, then I'd say that changes things completely.

Telling someone a lie "in confidence" doesn't change anything. It still constitutes "publication" of the defamatory statement, and she would be liable legally for any republication beyond that point.
