Admiral Mike Rogers saw the increase in activity and ordered an audit resulting in his termination of ALL contractor activity in April 2016. Here is the FISA court analysis of the audit that it rendered after being informed of the NSA of the irregularity:

Let's find out under oath: Was Nellie Ohr, who is a Russian Language Specialist, an FBI contractor conducting queries as a contractor, 85% OF WHICH WERE CONDUCTED IN AN UNAUTHORIZED AND UNRESTRICTED MANNER AFTER THE CONTRACT WORK WAS FINISHED?
