Wouldn’t this be a double edged sword? I have bookmarked many sites simply because I was led to them by FR or Drudge. I may never have learned of their existence otherwise. Aggregation is free advertising.
THis is an anti-free speech law. But then Europe was never into that freedom thing to begin with.

You realize, links themselves, are public domain, merely network addresses, which are public knowledge.
The law must be voted upon by individual countries and then the EU parliment in 2019. Give reason a chance!
