While completely understanding that there are jobs that need done, the whole ‘SWAT’ concept has always struck me as Orwellian.
They often exude a bigtime overkill vibe - in some cases quite literally.

Up-train some of the guys you already have, maybe hire a couple new ones and do the same.
But leave the APCs etc at the Guard depots.
If a situation is that far out of hand, they’re the ones who probably need called in anyway.

I live in Monmouth county not far from the town this cop worked in.

The area is very suburban and rural in some parts. Unless someone was stealing a horse off of a farm, there s not much of a need for SWAT in these part’s.

Ya, call on the guard. First call up some selected soldiers, who hopefully were present during that one drill day when dynamic entry was practiced. (With blanks of course.) When they arrive at the NG center, find two people with access to the arms vault. Find the key to the rifle rack. Issue weapons.

Hopefully, while that's happening, someone on the list has gone to the local PD where the weapons bolts are stored. Find the bolts for each weapon drawn. Issue the bolts to the assigned soldiers that actually showed up.

We're all set now right?

Wrong. Live ammo isn't stored in the armory. Find someone with the authority to request issue of live ammo. Call ahead so someone with authority to issue can meet your supply Sgt at the live ammo distribution point which is a few hundred miles away. Drive back, and issue live ammo after the mandatory Safety brief. Transport the now armed troops to the incident scene. Meanwhile the standoff has resolved it's self. Some Armed Citizen took the shot.

Pack up your troops, and return to the NG armory. Turn in the live ammo, which must be counted by two senior Sgt's. Retrieve the bolts and return to the PD. Clean the weapons even though they weren't fired. Lock them back in the rack. Two persons on the vault access list must count the weapons and cross check the serial numbers. Then secure the vault, set the alarm. We're done right?

Nope... Now comes hours of paper work.

This is not ASA Vet being a smart Ass (again.) This actually was the procedure when I played in the Michigan National Guard back in the 70's.
