It's usually the government money from grants and loans. What do they care? Also the incredible rise of cost for students is way out of line and has been racing upwards for years. Alumni as well are funding this crap more than they realize.
The universities and colleges are often cesspools of greed based on Other People's Money. There is no skin off their back and the only battle is who will get the huge payouts.
