Isn't it about time that state legislatures engage in reasonable oversight over their state universities, just as in theory they have oversight responsibilities over any department of the state government's executive branch?

After all, state universities are creatures of their respective state legislatures. It's the state legislatures who founded their universities by means of legislative acts, which set into place the basic structure of the universities. Accordingly, it is perfectly logical for the legislatures to step in for the general benefit of the state taxpayers to curb outrageous and sometimes unconstitutional practices sanctioned by state university administrations.

Unfortunately, given the current climate on the university campuses, very few are aware of this fundamental legal and historical relationship between the state government as "the chicken" and the university as "the egg."

We really shouldn’t worry about it much. The more useful technologies matter much more, and I’m not talking about cell phones. Without those technologies, nothing really important will work. For most of those technologies and their development, universities are not necessary. Most of the useful discoveries are made by those with their hand on the work with a willingness to do continuing self-study.

The large company I work at has a HR dept and Employee relations dept. Beside hiring and dealing with fired people they spend their time involved in lawsuits that the legal dept is involved with.

Meanwhile the actual business must make the money that the other 3 depts consume.

North Dakota actually has a fairly successful model which could spread. They have a state owned bank which originates all the student loans. (Bank of North Dakota, look it up.)

If you are going to major in something marketable, BND will extend a reasonable loan, but still insist that you show academic progress to increase the amount. If you want to major in some fluff subject and/or be a student all your life, BND will cut you off at $12,000 or whatsoever ever amount they figure you can payback with a job at Starbucks or the like.

As a result of this policy, not only are colleges very affordable in North Dakota, students graduate with relatively low debt and the default rate is near zero.

The drawbacks (from Fedzilla's viewpoint) is (a)a lack of suckers to sign up for Federal Loans and (b)that there is not much diversity in the student body. North Dakota deals with (b) somewhat by actively recruiting students from Black Africa and other third world countries with backward agricultural sectors (it has an awesome agricultural college), and pointing out that the state doesn't have a very diverse population anyway. The harsh climate seems to assure that.

yeah...there’s a headline that the Auburn CDO is payed over $800k a year.

There’s also a linked article suggesting that the racial diversity of colleges with CDOs is generally lower than those without them.
