It is anonymous. Anyone could have written it. It could easily be someone from the DNC. It is outrageous that the Times published it, and more outrageous that it is somehow dominating the news cycle.
I can fault the NYT for writing that. It casts suspicion and doubt on every member of the administration. Maybe the most unethical thing I have seen the MSM do.

Wow, that’d be a real challenge if it is Elaine Chao. That should result in her AND McConnell getting the boot, arrested, charged, convicted and jailed.
