While constitutional, the power to pardon is the power to corrupt (e.g., Mark Rich, Roger Clinton, Tony Rodham's pardons-for-sale racket etc. etc.) so pardons and commutations shouldn't be in the hands and at the whim of a single individual, whether the President or the governor.
