I agree the defacto prohibition has gone way too far. The vast majority of opioid users have no issues. The secret is simple, have physicians who are knowledgeable monitor their patients.
As for searching every piece of mail, not affordable, and probably impossible until there is a way to "sniff" through the packaging.
