I've never understood how buses have gone this long without seat belts. The only thing I can figure is that everyone involved has agreed that even a hint of seat belts improving safety would result in a huge retrofit cost that the state and local governments don't want.
Just for the record, I have only been in one school bus crash: School bus 1, station wagon 0. I had to sit on that stupid bus for over an hour when it was a stinking block and a half from my house.

Well, old buses are apparently not being retrofitted under this law; it’s for new buses. Of course, quality of bus drivers will see no improvement until the next big crash where seat belts won’t matter, as it appears it would not have here.
