It sounds like
Project Pluto a nuclear Ramjet that the US did a study on in the early 1960's. Not only did this thing fly around dropping nuclear devices, it also had a highly radioactive exhaust from its engines. It would have killed anyone unfortunate to be in its flight path, whether it bombed them or not.
