It looks like Kim’s gambit is to make some non-nuclear concessions like returning remains of U.S. soldiers, and allowing a few steps toward normalizing relationships with SK. When Trump’s hand is eventually forced by Kim’s non-compliance with dismantling his nuclear capabilities, then Kim will point to his “cooperative concessions” and try to paint Trump as the aggressor for undoing the little progress that has been made.

Kim is attempting to play Trump but his moves have been anticipated. Trump had to try the diplomatic route because if he didn’t he would be accused of rushing into war without giving diplomacy a chance.

Trump was also in a position where he too had to buy some time. Confronting NK militarily BEFORE the fall elections was not going to be productive for him in the long run. He will put maximum pressure on Kim AFTER the elections.
