Like the thing I see in my area all the time.

A young black male, aged 13-20, walking around in the middle of July with a backpack.

Hello, school is OUT, it’s the middle of JULY!
The backpack is surely full of drugs and he’s a courier.

But if I call the cops and say that I’ll be branded a racist. God forbid a cop actually stop him and inquire about the backpack.

Hey, it could just be a bomb.

Why do you always jump to drugs when you think of black teenagers?

Here the backpack is not drugs. It’s stuffed with things stolen from houses or cars. And the favorite mode of transportation is a bicycle. The old stingray kind. Easy on/off and easy to maneuver. If you see someone in the neighborhood riding a bike with a backpack you have to watch them. They’re looking for something to steal.

Or the backpack is part of a setup to artificially create a racial incident when the cops DO inquire.
