I think one working definition these days of “racist/racism” is along the lines of ‘would you call the police in a white person doing the same exact thing”. If the answer is ‘no’ where it would be ‘yes’ if the person were black, you are, by some definitions, ‘racist’.
That's fair. Suspicious BEHAVIOR should be the standard.
Trayvon Martin was an outstanding example. A white behaving the same way would have gotten the same attention, and the same eventual outcome.
