The Rohingya are not without blame. They are Muslims and, based on their faith and culture, routinely commit abuses and atrocities against their neighbors. The ensuing mutual ill will and communal violence routinely lead to humanitarian tragedies and are unlikely to end except by internal containment or expulsion and resettlement, as happened when India was bloodily partitioned after being given independence.

These days, when ethnic and religious antagonism is between nation states, it can usually be suppressed or managed short of war or, if war comes, peace or at least a truce can be contrived. Thus Hindu dominant India and Muslim Pakistan are deeply hostile but formally at peace. Muslims in India are mostly tolerated and prosperous, while the Christian minority in Islamic Pakistan is comprehensively ill-treated.
