Since a "leak" is, by definition, to a person who doesn't have a "need to know," it always was a crime. Clearance by itself doesn't bestow access.

It would be refreshing if anything were done if there is a leak, but there is no evidence that there would be.
It was a crime before then. He has no need to know. Well I guess they could have claimed that he needed to know somehow...and with the media and courts against Trump he’d probably win.
In a sane world, any leak to date should have been illegal - even when the clearance stays, the access should be suspended until such time as it is required to perform a service for the government - then they can be read in on a case by case basis.
