That would make the most sense. But the person in charge of the ferries in NC works for the Governor, a Demonrat, who won his “election” through voter fraud (IMHO).
And, of course, the obvious question is - “if this had been an Obama flag”...

They kept the polls open late in Durham to pick up the extra votes by order of a Dem Judge. Here are Durham County November 2016 voting results:
