IOW, you cannot trust people who were raised poor to be in government.
This was the most bizarre -- and frankly racist -- excuse for corruption I have ever heard.
For those who do not know, the Mayor Pro-Tem (Vice Mayor) plead guilty to massive corruptions, taking a slew of bribes in exchange for awarding huge contracts to his buddies.
Both Caraway and Rawlings are holder's people.

Dallas has had a few of these yahoos who used to work with Detroit mayor Coleman Young, came to Dallas and got all political, got caught and are now in prison.
I am sure John Wylie Price just welcomed those crooks to Dallas with open arms.
