I assume that Facebooks wants the banks assistance in providing a service to facebook user customers that accept the service from Facebook.

That is, the service is voluntary not applicable to all Facebook users.

I would assume the goal is to establish a payment system throuth a smart phone. Such services are very widely used in China.
