I assume that Facebooks wants the banks assistance in providing a service to facebook user customers that accept the service from Facebook.
That is, the service is voluntary not applicable to all Facebook users.
I would assume the goal is to establish a payment system throuth a smart phone. Such services are very widely used in China.
Seeing how FR uses facebook to disseminate info when FR is down, I fail to see the relevance of your statement.
The facebook page is hardly a secondary/backup site.
