He is talking about America dropping the steel and aluminum tariffs NOW and they will get around to talking about reciprocal tariff changes in the fall...maybe.
But of course Reuters in their usual lefty way make the headlines sound like they are being reasonable and making concessions.

Trump is meeting with EU officials today at the WH. Let’s wait and see what comes of that before we throw out the baby with the bathwater. That the EU would make a statement pre-meeting is significant - they could just have said ‘no deal’ but it appears some meaningful negotiation may be served for lunch instead.
