I moved eight times in a 21 year military career, with 4 of those moves being to and from Germany twice. I hardly had any damage at all. I was very pleased with my movers every time. YMMV.
I had 14 PCS moves in 25 years, including four overseas. After I took the time to learn what the General/Flag Officers request (that any of the rest of us can), I never had any major damage.
One can actually demand the moving company build wooden crates to protect antiques and family heirlooms. The base will attempt to discourage a member from requesting these services by scaring them - but it’s all a pack of lies. I also demanded overseas shipping containers for INCONUS moves. They didn’t like it, but it’s an option nobody will ever divulge.
Did household goods dept go back to lowest bidder? I did one move during the lowest bidder fiasco... fuhglee move... I not only called the transportation officer but the local police!
The delivery vehicle driver at the destination was a private contractor & his modus operandi was to go to some corner someplace and pick up a couple of grunts. Well the grunts rebelled during the day - moving my household goods between a variety of three floors... sat down on the front yard, demanded chicken, or they were not going to work anymore. I’m at the new house... I have no vehicle, I have no phone yet, I have nothing - except a neighbor who asked me if I wanted to use his phone at which point I called the transportation officer and the local police.
Moved 6 times in eight years...that moved me out of my beloved Corps.
