The 17 Intelligence Agencies was really 3 (CIA, FBI and NSA).
It was an 8 panel member board of political appointees and not lifetime members.
3 of the 8 members were Brennan, Comey and Clapper.
Keep in mind too they did an open vote by raising hands.
